Establishment of the Center
European languages and culture have a long history of development with important value and position. Following increasing political and economic integration, the European nations and the European Union have played an increasingly important role internationally. Ever since its expansion to include 25 nations, the entire Europe has projected its rising importance in global languages, culture and influence. In other words, the European culture will manifest its diversity in the development of multi-langauges and multi-culture.
We must face changes in anticipation for the future development of European integration and a global village. Among the universities and colleges in Taiwan, National Chengchi University boasts diverse and professional training in foreign languages and culture teaching and research. The “European Studies Program” established in year 2005 is welcomed by many students of our university. The unexpected large number of students who have selected courses of the Program show their intense interest in European languages and culture. In addition, the University’s “Foreign Languages Center” also set up the “Undergraduate Program of European Languages” and the “On-the-job Graduate Program of European Languages” in 2006. To this end, the Foreign Languages Center recruited several teachers to beef up research and teaching. In the same year, the Foreign Languages Center also set up the “European Culture Research Center” to beef up European culture research in Taiwan, to promote international exchanges and cooperation with universities in Europe and further the unique characteristics of the College of Foreign Languages and Literature of National Chengchi University.

The purpose of setting up the “European Culture Research Center” is to promote an atmosphere of research on European culture in our university, enhance students’ interests in European culture, upgrade teaching and research quality, and promote academic exchanges between Taiwan and overseas on European culture research. In the future, National Chengchi University will carry out exchanges of teachers and students with universities in Europe and increase bilateral academic exchanges. It is also hoped that, in the future, we will be able to invite professors and researchers of universities and institutes in Europe for meetings at our university, and regularly hold seminars related to European culture.

Regulations for Setting Up the Center for European Cultural Studies

Adopted at the 81st Meeting of the College of Foreign Languages and Literature on 5 June, 2006
The College of Foreign Languages and Literature (hereinafter referred to as the College) of National Chengchi University hereby set up the “Center for European Cultural Studies” (hereinafter referred to as the Center) to promote research on European culture, teaching and related European studies.
The main tasks of the Center are as follows:
1、Upgrade teaching quality of the European Studies Program
2、Intensify European culture research
3、Set up cooperation platform for European culture research in Taiwan
4、Promote cultural and academic exchanges between Taiwan and Europe
The Center is to be concurrently headed by the Director of the European Studies Program. The Director shall be appointed by the Collegiate Meeting for a term of two years and maybe reelected once.
The Center will recruit several assistants or part-timers.
The Center Director will set up working groups in accordance with needs.
To promote European academic and related development, the Center will set up a Planning Committee with 5 to 7 members to be appointed by the College President and approved by the Collegiate Meeting for a term of 2 years. The Center will hold at least one meeting for the Planning Committee in each semester. However, ad hoc meetings maybe held upon request of the Director or joint request by 3 members or more.
Job define of the Planning Committee is as follows:
1. Adopt annual work plan.
2. Formulate operation policies.
3. Other major decisions.
To set up a cooperation platform for European culture and academic research, the Center will set up an Academic Consulting Committee with several members to be appointed by the Director and approved by the President for a term of 2 years and maybe renewed at the end of each term. The Center will hold at least one meeting for the Academic Consulting Committee members each year.
Job define of the Academic Consulting Committee is as follows:
1. Discuss the development direction of European culture research.
2. Discuss and draw up long-term development plan for the Center.
3. Promote cooperation plans with outside counterparts.
Sources of funds for the Center are as follows:
1. Execution of the Center’s entrusted plans.
2. Fund support from related departments of the University or outside counterparts.
3. The Center’s outside fund-raising.
4. The College’s support fund.
5. Income from other businesses.
Operation of the Center will be in accordance with the Annual Work Plan submitted by the Director and approved by the Planning Committee. The work plan will include following:
1. Annual European research plans (including academic research and entrusted plans).
2. Academic activities (including speeches, workshops, seminars and publications).
3. Setup and maintenance of European culture web sites.
4. Information collection and analysis of European culture research and teaching.
5. Other business related to European research and teaching.
The administrative expenses, equipment and other necessary expenses of the Center will be furnished by the College if necessary.
After approval by the Planning Committee, the Center’s income and expenses report shall be submitted to the Collegiate Meeting for examination one month in advance of year-end account settling.
The regulations shall be implemented after being adopted by the Collegiate Meeting. Any amendments to the regulations will follow same procedures.
